At seven each evening, the former reference room in a neighbourhood library fills with people who have not come to borrow books. The programme was intended to (1) .......... people who might otherwise feel that public buildings were not for them, but organisers discovered that invitations alone were not enough.
They needed a (2) .......... approach to arranging events, since a formal lecture could discourage the very visitors they hoped to welcome. Each session is (3) .......... on interests suggested by residents, and hosts begin with a question rather than an expert answer.
