When maps admit uncertainty
A coastline on a planning map looks settled even when the ground it represents is moving. That visual confidence explains why a map gains authority by eliminating ambiguity from the territory it depicts. The claim is not absurd: citizens and officials need marks they can use.
Yet uncertainty mapping begins before a line is drawn, in decisions about evidence, time horizon and acceptable risk. The issue is therefore not whether maps should guide action, but whether their guidance hides the limits on which it rests. A coastal authority replaced a single erosion line with bands showing several plausible shorelines.
Residents initially called the display less useful, yet planning meetings became more precise because disagreement moved from whether the map was wrong to which risk horizon mattered. The attraction of a single boundary is understandable. A coloured line can be printed, measured and used in a contract; a band of possible shorelines seems to return uncertainty to a meeting that wanted it removed.
Yet the line does not abolish uncertainty. It assigns it silently to the households and officials who must discover, later, that the coast did not obey the graphic. The coastal example therefore changes the meaning of precision: the relevant question is not how narrow the mark appears, but whether its visual certainty matches the decisions it can reasonably support.
The walking-time ranges make a related point from another direction. Travellers do not move through an average street. They encounter particular crossings, gradients, crowds and bodies.
A range can seem less informative only because users have been trained to mistake one number for neutrality. Good uncertainty mapping should consequently vary its language with the decision. A flood-evacuation sign may need a single instruction, whereas a planning map should preserve alternatives and their consequences.
The distinction also has institutional value. When officials retain the assumptions behind a boundary, revision can be presented as expected maintenance instead of an embarrassing admission that the previous map was deceptive. Users then gain something more useful than a promise of infallibility: they can see which judgement has been made on their behalf, what would justify changing it and how much confidence the map is asking them to place in the result.
A transport team published walking-time ranges instead of one-minute estimates around a new station. The ranges looked less elegant, but they exposed differences caused by crossings, gradients and mobility rather than disguising them as personal delay. The political consequence of this distinction appears when a map is revised.
If the earlier line was presented as neutral fact, moving it looks like institutional failure or manipulation. If its assumptions were recorded, revision can be understood as the planned response to new evidence. This affects who bears risk.
A homeowner, developer and emergency planner do not need the same representation, but each should be able to discover why a boundary was chosen for the decision at hand. Multiple maps may therefore be more honest than one supposedly universal image. The goal is not to display every professional disagreement.
It is to prevent one convenient graphic from silently transferring uncertainty to people who had no role in defining it. Emergency navigation still requires decisive symbols; uncertainty cannot be allowed to obscure an immediate safe route. There is also a question of visual hierarchy.
A map can display several futures yet still direct the eye towards one through colour, line weight or placement in the legend. Designers should test not only whether alternatives are present, but whether users notice them before acting. Public consultation can help, provided participants are shown the consequences of different representations rather than asked which image they prefer aesthetically.
Training matters as well: planners accustomed to one definitive line may need guidance in using ranges without treating them as permission to postpone every decision. Uncertainty becomes manageable when the institution connects each representation to a clear responsibility, review date and action threshold. Mapmakers should distinguish uncertainty that users must act on from uncertainty that merely records professional caution, and explain the practical consequence of each.
A map should also specify its review date. Without one, a provisional boundary can acquire permanence simply because no institution owns the task of reconsidering it. Assigning responsibility for revision is part of representing uncertainty honestly.
Where several maps are used, their relationship should be explicit. Users need to know whether one supersedes another, serves a different decision or represents a later evidence date; otherwise plurality merely relocates confusion. A trustworthy map does not abandon precision; it is precise about where its confidence ends and why that boundary matters.
The practical standard is whether a reader can connect each visual degree of confidence with the action, responsibility and review process that the map actually supports.
